Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the current period. By day, political struggles are conducted: hopeful statements are released from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems thundered: several firings targeted at a hostile projectile. This was a modern interception technology at work, probably delivered by Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Soon after, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new proposal from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This trend will, certainly, persist.
Strategic Calculations
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unrealistic to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but avoiding a total frontline collapse until situations evolve in its favour.
Existing Situation
Factually, there are no real preconditions for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
